Terra initiated the upgrade of Terra (phoenix-1) to v2.10. This proposal aims to fix multiple alliance reward distribution bugs, improve the coding model, and fix known medium-severity bugs. The proposal also includes enabling WasmVm 1.5 features and removing legacy code that forces execution on the genesis event.
