Fed Chair Powell says policy seems restrictive, but not extremely so; neutral rate may have risen; when the Fed is confident about inflation, that's when it's time to act. Powell says he will stay in office until May 2026; he is very happy to be in the position of Federal Reserve Board Chairman.
