New Hampshire Strategic Bitcoin Reserve Allows BTC Holdings Cap at 5% of State's Total Funds
Odaily News: The Governor of New Hampshire has signed the HB 302 bill, which adopts the Satoshi Action's Strategic Bitcoin Reserve (SBR) model bill. The contents of the HB 302 bill include:
· Allowing the state treasury to purchase Bitcoin and top digital assets, authorizing reserve purchases of up to $500 billion in Bitcoin (limited to full stop-loss).
· The holding limit is 5% of the state's total funds, ensuring Bitcoin supplements the state's broader investments.
· Mandatory enforcement of U.S. regulatory custody, with assets required to be held by state-controlled multi-signature or through U.S. exchange-traded products to maximize security and transparency.
· Takes effect 60 days after enactment, providing a clear operational framework for reserves and stacking.
